Mission Statement
The Brooks County Development Services Division administers and enforces county policies, ordinances, and regulations related to land use, development, and construction. The Division implements the County’s adopted Comprehensive Plan and applicable state and local codes to promote public health, safety, welfare, and orderly growth.
Division Staff
The Development Services Division is staffed by trained professionals with comprehensive knowledge of planning, zoning, permitting, building inspections, code enforcement, and fire prevention. While each staff member maintains specialized expertise in specific functional areas, all personnel are cross-trained to support multiple aspects of Development Services operations.
This cross-functional approach ensures continuity of service, operational efficiency, and responsive customer support. Staff are able to assist with a variety of development-related needs while applying specialized knowledge as required to ensure accurate review, consistent enforcement, and compliance with applicable policies, ordinances, and codes.

Greater Brooks County Planning Commission
The Planning Commissioners, guided by the Brooks County Development Services Division, are appointed by the Brooks County Board of Commissioners.

The planning commission duties and responsibilities shall include, but not be limited to, the following:
- To research, review, conduct hearings and make recommendations to the board of commissioners on updates and amendments to the Greater Brooks County Comprehensive Plan.
- To work with various public and private organizations and agencies engaged in or interested in planning and development activities so as to provide leadership in identifying and implementing city/county goals and policies for planning and development.
- To advise member units of government on environmental, public health, safety and general welfare matters which will include land development codes and ordinances.

Division Core Responsibilities
Development Services provides the following regulatory and administrative functions:

Planning and Zoning
Implements zoning and land use regulations to ensure development is consistent with the Comprehensive Plan and adopted ordinances.

Permitting Services
Reviews and issues development, building, and related permits in accordance with county policies and applicable state and local requirements.

Building Inspections
Conducts inspections to verify compliance with the Georgia State Minimum Standard Codes and approved construction documents.

Code Enforcement
Enforces county ordinances to address violations that may impact public safety, property conditions, and community standards.

Fire Prevention
Administers fire safety regulations and inspections to reduce fire hazards and protect life and property.
