Work Requiring Building Permits
Applications for building permits are required to be submitted for installations regulated by the Georgia State Minimum Building Codes if any owner or authorized agents intends to:
- Construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure;
- Erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, or plumbing system.
Beware of Unlicensed Contractors
Always verify that your contractor is properly licensed and insured. Do not obtain a permit in your name for an unlicensed contractor. The person listed on the permit is responsible for the work and code compliance.
Why Do I Need a Permit?
Permits help ensure that construction meets applicable building, zoning, fire, and safety requirements. Permits also provide required inspections during the project.
When Do I Need a Permit?
A permit is generally required before starting new construction, additions, remodeling, structural repairs, electrical, plumbing, gas, mechanical, demolition, manufactured-home placement, and other regulated work.

Who Can Obtain a Permit?
A permit may generally be obtained by:

The property owner, when legally acting as the owner-builder

A properly licensed contractor
- A licensed trade contractor

An authorized agent with written permission
- Proof of ownership, authorization, licensing, and insurance may be required.
Plan Review
Building plans and supporting documents must be submitted through the MyGovernmentOnline (MGO) portal with the appropriate permit application. Applicants can use MGO to upload plans, pay fees, respond to corrections, track the review status, and receive permit documents.

Plans are reviewed for compliance with applicable Brooks County Codes & Ordinances and the current Georgia State Minimum Mandatory Construction Codes.

Review Time Frames
The initial application review is generally completed within 24–48 hours, or one to two business days. Full building and site-plan review times vary depending on the size and complexity of the project.
Review time begins after a complete application, required plans and documents have been submitted and applicable plan-review fees have been paid. Incomplete applications or requested corrections may delay the review.
Corrections and Revisions
Plan-review comments and correction requests will be provided through MGO. Revised plans must clearly address all comments and be uploaded to the correct permit record. Additional review time may be required after revisions are submitted.
Permit Issuance
Plan approval does not authorize construction by itself. Work may begin only after all required approvals have been obtained, fees have been paid and the permit has been issued through MGO. Approved plans must remain available at the job site during construction and inspections.
